Proposed Revision of the Arkansas County Treasurers Association Constitution and By-Laws.

Go to the Constitution Article II, Section 6...make the current Section 6.... Section 6(a)....And then add (b) for the Legislative Liaison. Inserted language would be:

(b) The President of the Arkansas County Treasurer’s Association shall appoint a member of ACTA as the Legislative Liaison to perform duties as prescribed in the by-laws of the Association. This appointment must be confirmed by a majority vote of the full body at an Association meeting. The ACTA Legislative Liaison shall serve at the pleasure of the Executive Committee and not for a specific term.

Then go to the By-Laws, Article V (Duties of Officers). Change the title of this Article to Duties of Officers and Appointees. Add Sections 7 and 8. Inserted language would be:

Section 7. Continuing Education Board Members

Appointees to the Arkansas County Treasurer’s Continuing Education Board shall:

(a) Establish and operate a continuing education program for county treasurers as promulgated in ACA 14-15-811 or any succeeding legislation.


Section 8. Legislation Liaison

The ACTA Legislative Liaison shall:

(a) Serve as the chairperson of the ACTA Legislative Committee. Said committee shall consist of the Legislative Committee, and three county treasurers appointed by the President of ACTA. The President shall serve as an ex-officio member of the committee.

(b) Direct the drafting of bills and the formation of a legislative package for each regular session of the Arkansas Legislature.

(c) Promulgate "good government" legislation and combat "bad government" legislation in the Arkansas Legislature. Priority shall be given to the ACTA legislative package.

(d) Compile and present a reference book of pertinent legislation for ACTA after each regular legislative session. Also, disseminate applicable legislation after any special legislative session to members of ACTA.

(e) Arrange Legislative Committee meetings with approval of the President.

(f) Track Legislation effecting the ACTA.
